SICA Multi-Agentic Systems Limited is a Hong Kong product company building governed multi-agent organisation software. We design and operate the architecture that keeps autonomous agents accountable: separate proposer, approver and action roles, deterministic gates, fail-closed behaviour, and audit trails that record not just what ran, but who decided.
We operate a live internal reference deployment of this architecture — multi-node, council-governed, with full audit trails. Architecture engagements and education support the product. We run what we build; we teach what we operate.
Benson Li — Founder & Sole Director. The live reference system — council with logged reasoning and blind voting, cryptographic signing, immutable audit trail — was designed and built by the founder as the reference for the product. 11 years in STEM education and curriculum design underpin the education track and the discipline of teaching complex systems.
